Proposed steering conduct requirement for Google’s mobile platform
Overview
The CMA is consulting on a proposed steering conduct requirement for Google’s mobile platform to allow developers to ‘steer’ users out of the app, including to complete transactions on fair and reasonable terms (‘Steering CR’).
In October 2025, the CMA designated Google as having strategic market status in the provision of its mobile platform. This consultation invites comments on our proposal for a Steering CR, under the UK’s digital markets competition regime.
The proposed Steering CR is intended to support developers in communicating and transacting with their customers in their native apps, while increasing competition in app distribution.
About this consultation
The consultation sets out the CMA’s proposed Steering CR and its provisional assessment of its effectiveness and proportionality.
